If an establishment cannot provide a manufacturer exemption permit pursuant to the provisions of Section 1359.2 of this title, if the establishment is engaged in the mechanical or chemical transformation of material or substances and otherwise qualifies pursuant to the provisions of this section, the establishment shall be a qualifying manufacturing concern,
