Increases the minimum penalty for persons convicted of domestic abuse in the presence of a child for the 1st time from 6 months-1 year to 1-5 years. The first offense is also designated as a felony. Creates the Oklahoma Talent Attraction and Relocation Revolving Fund to be managed by the Oklahoma Department of Commerce used to support talent recruitment programs that motivate households to relocate to Oklahoma from outside the state.
