Last year this passed as a ONE YEAR PILOT PROGRAM and thereafter would be up to local school districts to decide if they wanted to continue it or modify it. Now you want to take local control away anyway after you said last session after ONE YEAR THE SCHOOL DISTRICTS COULD DECIDE.
